Didnt provide me the TDS Certificate but paytm sent me the only 7000rs DD

I have won 10000rs cash prize in Quizwin competation but paytm sent me the only 7000rs DD and remaining 3000rs was deducted as TDS.. So i have asked for TDS Certificate but they told me that it will be issued by the End of March/2017 but Even after March 31st they didnt send me the TDS Certificate so again i have asked them for the TDS Certificate but again they told me that it will be issued by the end of May/2017 but Even after May 31st i didnt get any TDS Certificate.. I have reminded them many time but every time they told me that to be in patience..!! I am waiting for TDS Certificate from January so now i cannot wait any more so am failing a complaint against them.. I need justice.. All these was happened/texted in twitter account..
