Wrong delivery of product complain against Flipkart.com shopping portal

I ordered a Levi's jeans of size 32 on 18-06-2016 and paid in advance. But seller send me a jeans of wrong size when i asked to return, Flipkart told me that my address is not servicable for return and i had to courier it back on my expenses, which they asked to return as giftcard. I want to ask that when i had already paid them for a Levi's jeans of size 32, but seller has not provide me the same i asked for, how can he hold my money?
I asked them to refund my money first and then i shall send them the wrong delivered product and then after they would refund my courier expenses. they denied to refund me first as this is not according their terms and condition.
Is this possible in India to work according the rules which are stated by and in favour of Private enterprises only without any government regulatory authority for online shopping companies?
Is it possible to challenge these private enterprises'rules according to any government regulatory body?
