Deducted fees and declined loan, I applied for a home loan at hdfc

Hi,

I applied for a home loan at hdfc, they processed the documents and deducted the processing fee. Later on based upon a lame reason from so called technical they told me we don't offer loan to your region. And they never mentioned this that technical team is a body to decide either to provide loan or not and deducted the amount. I just want my processing fees refunded back, if loan is not sanctioned then what is the point of deducing fees.
