Refund not given for difference of fare in case proper coach not attached in train

I had my reservation with my family in Shaktipunj Exp(11447) in 1A class from Jabalpur to Howrah scheduled on 26.10.18. However due to some unknown reason on that day 1A compartment was not attached to the train and my ticket was downgraded to 2A. I with my family members was shocked for the incident and felt mentally harassed. As there was no scope to cancel the ticket we boarded the train. During the examination of my ticket I asked the concerned TTE on duty whether any certificate was to be issued for refund. He replied that refund would be automatically generated. As I booked the ticket through IRCTC, coming back home I talked to IRCTC Customer Care and I was given to understand that I needed to file a TDR. I did accordingly on 29.11.18 for reason "Difference Of Fare In Case proper Coach Not Attached.". But my TDR was repudiated on 07.11.18 on the ground of TTE certificate not sent (which the TTE refused to provide). I filed a complaint on pgportal.gov.in vide Regn no: PMOPG/E/2018/0522501 on 12.11.18 attaching all documents. But the case was referred to IRCTC and IRCTC outright closed the case on 16.11.18 referring the Refund rules of Indian Railways which demand TTE certificate for this sort of claim. I then mailed to Minister-in-Charge of Indian Railways and his personal secretary on 02.12.18 with the request to intervene into the matter as this is a genuine case. However there has been no reply from that end till date.
