Heavy Electricity bills issued without considering the actual consumption or meter reading

The department has been issuing electricity bills without considering the actual consumption or meter reading. At the time of last bill, on 22/02/2018, I filed my grievance with the department for rectification of the mistake as the bill reflected consumed units at 248 on 07/02/2018 which was 198 on 20/02/2018 and is just 244 as on 01/05/2018. Instead of resolving my grievance, the department issued another bill without considering the actual meter reading. I am a law abiding citizen and do not want to indulge in unnecessary issues, therefore I have to pay the bills in time. But the issue has raised my mental stress. My family members observe abnormal behaviour from me due to such issues. I, therefore, request you to penalize the department for its irresponsible behaviour with directions to rectify the bills and settle my account.
