No return money at bus travelling by GSRTC bus

The bus conductor took 100 rs note as i didn't have the change and did not return me money back of 36rs ticket. Shame on Gov. Buses they don't allow us to be on bus if we don't pay but they can have all 100 rs for 36 rs ticket clause for them. I have never left even a single rupee for giving them and in exchange they always give me 1 rs less than what should i get.
Govt. buses should keep travelling distance money in round figures so atleast they don't eat money of people. What a citizen right do we have.
What if i had not pay and left they would be scratching at me. But didn't remember to pay me back. How cheap conductors could be.
