Mentioned cash withdraw limit Rs. 3000 but when i withdraw rs 200 they charged 300 and not mentioned

I am using credit card of ICICI bank, credit card no is – 4375 5177 1197 3000
bank charged Rs. 300 + GST as Offus fee when we withdraw cash of rs. 200.
If cash withdrawal is chargeable then why Bank not mentioned on statement as you mentioned 3000 Rs. Cash withdrawal limit then why note mention the charges of the same.
request you kindly help to return my money of Rs.300.
and also order to bank mentioned all fee charges on statement because bank set limits of cash withdraw and we not crossed limits then why bank charged fee to us
