Defeciency of service in resolving credit balance discrepancy HDFC platinum

On 4 jan 2016, two hdfc netsafe cards were created against my above HDFC platinum international credit card. Hdfc netsafe credit cards are virtual visa credit cards which behave like any regular visa credit cards except that are one time use only and have validity for only 48hours. As per the hdfc website, the credit balance of such cards have to be reverted back to the primary source card immediately on expiry of validity if completely unused or balance be reverted to primary source card if partially used within 3 working days. These cards were not utilised and have since expired on 5jan, but the available credit is still NOT returned to my primary card as should have happened automatically on 6jan. I have received my monthly statement on 17jan and that is showing nil debits against either of the two netsafe cards and primary card which still has no available credits.

Because of that I am being deprived of credit facilities on my primary card and my primary card has got rejected on two ocaasions at international merchant outlet in usa. Because of that I am unable to purchase journal subscription from elsevier publications and this is hindering my studies and academics.
As per hdfc bank website faq, if the netsafe card is not used, the amount is credited back at end of validity period, and if used than balance amount within 7days. But its 15 days now and my principal card credit is still zero, and I am being denied credit facilities for no valid reason.

I phoned customer care on 14th, 15th, 16th and 18th jan and each time I am told to wait another day. I even phoned the office of Hdfc Nodal Officer Mr Caesar Pinto @02233958663 (and call received by a Mr Asish) on the 18th and 19th and was only given assurance of looking into the matter with priority. I phoned the office of Principal Nodal Officer-Hdfc bank Appala Pranesh Rao @02230961541 on 18th and 19th Jan and was only given assurance that they will give feedback after 24 hours, but not received anything so far. The customer care at office of Grievance Redressal Officer Manikandan P S at 044236256000 refused to give me email id of principal nodal officer and banking ombudsman, a serious breach of my rights.........
