Bill paid for electricity but not paid to biller and not refunding - Google Pay India, Bharat Billpa

On 27.12.2018 i have paid a electricity bill which amount of 18242.31 from Google Pay to WBSEDCL, West Bengal (via Bharat Billpay,Billdesk). But the bill not transferred by them to WBSEDCL till now. I called Customer care of Google Pay but they said, money send by their side to Bharat Billpay.But Bharat Billpay did not response me. Today is 3rd January, my fine amount of said bill is raise as bigger.
Please take necessary steps to refund my payment.
