Vodafone phone not working, last 8 months i have been facing continuous problems

Dear Sir

i have mobile number 9999569609 , last 8 months i have been facing continuous problems in the connection as this number works on and off, majorly i cant use it.
the bill is getting generated every month even after making repeated complaints and visiting vodafone store sector 14 but no solution given, complaint raised to the consumer care head from feb 18 onward but nothing resolved.

i have been pushed to pay the bill even after not using the number,
i have relevant phone communication with them via sms and whatsapp. which can be submitted as proof.

need solution
