travel agency making delay in giving refunds.

I booked a international air ticket from akbartravels.com
with refrence number AT-160198774 on 06 july 2016.
The ticket was return ticket juba to new delhi.
It was a refundable ticket.
Two days before the commencement of the journey ie. on 02 august the travel agency via email informed that airlines have cancelled the flight,and asked to contact the airlines. upon contacting the airlines(egypt air) airlines refused to retour our journey so that we can continue with other legs of the journey.
this was also intimated to akbartravels.com
since then i am asking akbartravels.com to refund my booking amount rs 25931.00
but they reply as we are contacting airlines for refund and making delay.
I made complaint to airlines online via email(mysupport@akbartravels.com) and also on their contact number
