Movie DVD should not run Properly

Sir, I have puchased a 2 DVD movie set which both cost Rs. 100..
movie DVD should not runs properly , DVD stops so many times. When I go to shop and tells the problem and shopkeeper also sees the problem that DVD not running properly and it also has few scratches.
When i ask to change DVD they don't they said I dont change ' Jo karna hai kar lo' the Shopkeeper behaviour is very very rude. They dont have manner to talk to customer. Kindly I have requested to solve my problem.
