Complain for overcharged Bill Relaince Post Paid Number 9331130572

The bill for June-2016 for my Relaince Post Paid Number - 9331130572 was wrongly billed at INR 2087.00 consisting of Data & value added charges of INR 1455.90. It appears as if their is some mistake in billing of my usage as the bill is showing usage of approx 2 GB data where as I already complained the Reliance Customer Service team for unavailability of Internet services which they said to be resumed from first week of July, 2016. My past 6 months bills are roughly around INR 400 - 500 & it appears as if there has been some mistake at the billing end. Upon complaining to Reliance they are saying that 2GB data has been consumed on 03.06.2016 while on the said date my mobile was not working due to sim swapping from CDMA to 4G. Also, the reliance authorities are forcing me to opt for a costly 4G plan against which they are saying they can waive off this charge. Kindly look into it & provide me a resolution.
