Fraud and Incorrect Billing, booked a share cab early in the morning

I booked a share cab early in the morning but due to some issues the cab got cancelled after the trip started. I sent an email to ola customer care and even called them up but they are denying to refund the amount. I was incorrectly charged 202 rs for the entire ride which was not the case. I hardly travelled 2 kms and the cab was cancelled so ethically they should and must deduct the amount for 2 kms only, but they are charging the entire amount by saying that its part of their rule. Can you tell me which rule gives them the permission to deduct money for the entire trip? I am a student and it gets really tough even of 200rs are deducted. Please look into this issue and get me the excess amount refunded. Also as a female riding a share cab can get really tough, at times the driver may behave indecently and the co passenger may behave inappropriately but we dont have the option to cancel the ride, only the driver has, this also raises a safety issue. do look into the issue and i'd be obliged if the amount is refunded ASAP.
