Complaint about Urjakart.com company saying payment not recieved even after successful transaction

I had ordered some tools from Urjakart.com (Order #200030671). The order was placed and the transaction was successful made via paytm (Txn ID - 3305396701). I also received the invoice and payment confirmation email from Urjakart.com and Paytm. When after 10 days the product was not shipped I called and inquired. the company representative told me that on their system it was showing that the payment was not successful hence they would not ship the product.
I had several talks with the representative but she simply refused to ship the order citing that the payment was unsuccessful even though my balance had been deducted. Is the company running some kind of scam. Please help me so that I am able to take some legal action so that I can expose their fraud.
