Complain regrading ebay not refnding amount

i have purchased product from ebay.in and the product was not given as per the page description. I have raised the complain against it and they asked me to send it to the seller and will refund the amount with delivery charges. however, since last 2 month i have done follow up but i have not received any refund amount till now. Customer executive keeps giving us the complain no but there is no refund from them.
