Poor Service but charge as Full Package by TataDoCoMo

Hello Sir/Madam,
I have TataDoCoMo 3G Connection and regularly paid bill without fail, since activate connection facing poor internet speed issue, regarding that many times complaint but it's remaining the same. I am most of use this internet from my register address and this area under 3G connectivity coverage area. From last 2 months following up with my last complaint regarding refund all amount that they had charged as 3G and providing as EDGE speed, from Applet level they are agree that it's high utilisation area and it's not provide 3G speed internet connectivity. Now they inactive my connection due to not paid payment, where as I paid around 75% of bill amount. Regarding this inactivation I following up but they simply said that they do because of not fully paid. My complaint is that if they mention on their website they agree from their mail reply then why don't provide me refund and why they inactivate my number ?
Requesting you to look into this matter seriously and take judgemental steps.
This connection I have from since more then 1.5 Years, and since time I complaint but they are not hearing my complaint not taking any action to resolve.
