Photographer has taken full payment but hasn't delivered the photo album since 2 years and 10 months

We have hired Photographer Hiten Patel for my sister's wedding photography assignment which took place on 16th February 2021.
He has promised to deliver album within a month of assignment but it's been 2 years 10 months of completion of assignment but he hasn't delivered it yet. And 100% payment is already been asked and been paid to him.
Now he doesn't even respond to calls and keep on saying that it is in process and will be delivered soon.
We are tired of calling him and asking for it but not resulting into any favourable response.
