Complaint regrading Dtdc charging penalty on courier item

A courier was send to me from delhi to aligarh via dtdc . It contains a n air fryer which was purchased from Amazon.
Since amazon do not deliver the product directly to aligarh I ordered it in delhi and ask a friend to courier the same to me.
Dtdc charged 900rs for the courier and an underlying for the purchase of the product was given to dtdc at the time of sending courier.
First there was no update from dtdc people about the delivery of the product even after 7 days.
Parcel was send on 24th Oct 2016
And on 7th nov 2016 I went to the local dtdc office for enquiry, then they asked for 2200 as penalty for the same , as there vehicle was seized buy sales tax team and they say that the product do not contain any bill.
