MOBILE NOT RETURNED AFTER REPAIRING

I have purchased mobile in 2016 and recently it got defected , so given a shop name ASIF MOBILE REPAIRING CENTER on 04/07/2020 . He charged me 400/- for repairing, but after so many time visited to take it back he was unable to returned due to corona lock down and other so many other excuses . Now i have lost my mobile + Rs 400/- for repairing as well . I told him , will lodge complaint against you , he told me simply " kuchh ho jaega kya " . Now what to do ? please suggest .
