Loot in the name of Service Charges in restaurants in Delhi

I had gone to Connaught place New Delhi for dinner on 14th June at The junkyard cafe. The total bill I received was of 6600/- but in actual the bill was of Rs 5219/- and remaining was Taxes in the form of cgst sgst VAT 25% and the shocking service charges of 10%. I was okay with GST and VAT but the service charges of 10% that is rupees 521 was on the very much higher side and it should not be mandatory and should be voluntary. But on enquiring I was told that I will have to pay the same yes I didn't want to live in the bad mood so I paid the full amount but this should stop

Please look into the matter in the benefit of all the citizens of Delhi
