LATE POSSESSION OF FLAT.

I MR SHRIKANT PRABHU, PURCHASED A FLAT AT NEVALI,PANVEL OF 604SQ.FT FROM OM BUILDERS & DEVELOPERS .AND HAVE MADE 80% PAYMENT TILL 31ST DECEMBER 2015 TO OM DEVELOPERS. HE HAS PROMISED TO GIVE POSSESSION OF THE FLAT TILL 31ST MARCH 2016 AND TAKE THE BALANCE PAYMENT i.e 20%.
BUT ON 26TH MAY 2016 I HAVE RECEIVED A DEMAND LETTER FROM BUILDER FOR BALANCE PAYMENT, AND A LETTER MENTIONING THE COMPLETION OF WORK 100%.
TILL DATE ONLY 80% OF THE WORK IS COMPLETED, STILL THERE IS NO PROVISION OF LIGHT AND WATER. BUT THE BUILDER HAS SENT A FAKE REPORT OF THE COMPLETION OF WORK & HAS DEMANDED FOR THE MAINTENANCE AMOUNTING RS.14400/- FOR 1 YEAR WITHOUT GIVING POSSESSION AND IS PRESSURINSING FOR THE BALANCE PAYMENT.
I AM STAYING ON RENT AND HAVE TAKEN A LOAN FROM DHFL FOR PURCHASING A FLAT AND NOW I AM BEARING THE LOAN INSTALMENT AS WELL AS THE RENT, BUT THERE IS NO RESPONSE FORM THE BUILDER REGARDING POSSESSION.
REQUEST YOU TO HELP ME REGARDING THE ABOVE ISSUE.
I HAVE ATTACHED ALL THE DOCUMENTS REGARDING THE ABOVE MATTER.
