100% cash Back offer of JIO Fi not activated

Purchased one JIO Fi device and SIM from Reliance store on month of May in exchange of OLD 4G Device. as per the ongoing offer, I am supposed to get the 100% Cash Back offer in the form of recharge voucher after the 1st recharge. Accordingly I have paid 999 + 408 at the time of purchase. When I have recharged with 399 on 1st August, the extra balance of 5GB has not been credited. JIO customer care is now giving excuses that the JIO FI device is of old stock hence the offer cannot be activated. They are not willing to replace the Device also. This is total cheating.SIM number: 8777687948.
