Not refunding money

Hi I have booked a flight for my mother in law from chandigarh to pune but due to covid situation all flights got cancelled. I emailed them so many times but they have refunded just Rs 669 But the ticket cost was Rs 5991. The pnr for ticket is IIGHYM. They are not replying since long for my emails.
