not received RC of bike purchased 11 months before

i purchased SPLENDOR i SMART 110 CC BS - IV from HERO MOTOCORP authorised dealer TULSI MOTORS, SIRHIND ROAD, PATIALA, Punjab - 147001 on 15 June 2020. The dealer is not providing me RC till yet despite of several requests.
On purchase date, the dealer provided me Provisional Certificate in his name. It has been almost 1 year, but RC is not issued in my name. I have financed it from a bank and now bank is again and again requesting me to submit RC as soon as possible.

Pls find attached bills and Provisional RC.
