money taken by Builder but not given shop or returned my money

i have booked a shop NO S.F.-244 in Crystal Pramukh Commercial Hub site on 7th November,2015 located at Plot No. 294,295 survey no. 175/1,175/3,183 TP No.5, Near Khodiyar Crossing, Opposite Indian oil petrol pump, village- Savad, Ta:- Vadodara, dist:- Vadodara Gujarat-390019. for Rupees 12.75 lakh develop by Keya realty. I have deposited total amount of 5.73 lakh till 21st October,2016 as in instalments demanded by builder from time to time. i have asked and requested repeated after my first instalment to make Sales Agreement(Banakhat) for the above shop despite of my repeated request he(builder) stuck to his position and refuse to do Sales Agreement(Banakhat). instead of that he asked for more money 71% of shop sale value to issue allotment letter. i refused and asked for Sale Agreement(Banakaht) first then after i deposit rest money.
after few months, the construction works at above site ceased and site office close and left abandon thereafter. Builder not even inform shop buyer or not reply to my phone calls and messages. i also visited above construction site and office of Keya Realty to meet builder but all efforts went in vain. I found no traces of them their.
the builder (Crystal Pramukh Commercial Hub site developer) cheated and taken away my hard earned money and no signs of giving back either.
i request you through this complain that my money got stuck for more then six years in the above site and till issue is not resolved. I must want my money back with interest.
please look into matters and will do further needful.
