Complaint for PAYTM not responding

I want to pay the bill through the paytm for the my IDEA Mb no.981 997 0808 of Rs.522 for which paytm has deducted my Account the same amount & gave me the error saying that the Bill payment can't be done and i hv try to use the same amount to pay my Vodafone bill, but at this time Paytm has again deducted Rs.522 from my bank and as per the Tat of paytm it is not been credited in my Vodafone O/s amount even after 84 hours.
So now the paytm is owing my total Rs.1044 for Idea and Vodafone bill payment but no one is their to answer the phone call as well replying the mail.
Kindly please help me to get the Amount Please.

    On 3oct I given the order of HP Laptop in order paytm committed to give cash back of Rs 7461. with in 24 hours after shipment. When I ask for cashback paytm advised me to upgrade my wallet just collecting my documents for KYC. I put online request to upgrade my wallet on same day as well as mamy time and I also mail on paytm care always gives reply that representative can't able to contact on my registered mobile number so they cancelling my paytm wallet upgrade request it goes on last 17day. But not responding nor replying my complaint and also I told through mail take return back my hp laptop and refund me but no response.
    I request form please do need full.

    Dear sir
    I have ordered on paytm but it on pending and money was deducted by account but not refund.
    When i call coustomer care they also not responding.
