Complaint against PaybackBazaar.com for Issue with Recharge/Bill transaction and EMI credit

I have never seen a fraud website like this, purchased Unique voucher Id: PBDM0000002364 on 30th Jun, 2016 by paid Rs. 4000. This offer was provided EMI Scheme to update Rs. 834 each month till 6 months so they did first EMI credit of Rs. 834 on 07-Jul-2016 and used against transaction.

After this 2nd EMI credit 431 was on 8th Aug, 2016 then i did several follow up to get remaining 401 but finally credit Rs. 402 on 31st Aug, 2016 so Final 2nd EMI credited amount is Rs. 835

I was trying to use this Rs. 835 is many transaction like Recharge/Bill payment but all transaction (Almost 20) are failed, after that i did follow up with many mails but no reply from payback bazaar and finally these Rs. 835 got debited automatically today (24th Sep, 2016). So no money in my wallet.

I am hopeless and mentally disturbed since paid Rs. 4000, only Rs. 834 have used and 3166 amount is fully blocked which i am unable to get refund from them even tried many calls to 7718067380 payback bazaar customer care but no response from them.

Now, please take action against him and also suggest best way to get my money back to my bank account.
