Refund of fee to issue Indian Passport (Double payment made)

For same and single applicant to issue Indian Passport, due to failure of connectivity of internet by mistake double payment of Rs. 3050/- has been made through Credit Card.

I am attaching two receipt for Application Reference No.
i) 15-0007144132
ii) 15-0007148452

Among which in i) status is Payment received
and in ii)Application received only

I have received online payment acknowledgement for ARN i) only which also attaching herewith.

File no. BO2078875047615 is also given only for ARN ii) only.

In Feedback options of Passport Sewa portal I tried to refund extra payment.

From Regional Passport Office, Passport Seva Kendra, Andheri replied is given "Fee once paid is non-refundable"

Concerned files of my communication and providing supporting evidence to PSK for my attempt to get refund I attaching herewith as Service request detail in Service Detail1

I request to do needful in this matter please

    I applied for passport on 25 february 2017 and my application fees was rs 2000. I choosed net banking with my Bank of India ATM card, due to some technical failure it could not proceed. then i tried with another account and paid the fees of Rs 2017. later when i checked my account rs 2017 was deducted from my bank of india account too. how can i get the refund of my multiple deduction of money.
