Late for 5 mins and waiting for 1:30 hour with baby

I am at passport office aluva with my 9 month old baby. We had two appointments one was of 11:30 am and my baby's at 11:45am unfortunately we reported at 11:50am due to the parking space issue and block outside the passport office.So the security did not allow us to enter and gave us warning regarding the same. My concern is regarding me travelling with my child and getting outspoken by the security and him warning us that you will be allowed to enter only by 1 then repeats the same saying may be it will 1:30 or 2:00 or after that. Is it a school to punish. Atleast should have given consideration for travelling with toddler. Very bad.
