double payment deduction for passport fe

Respected dignity on dias,

i would like to inform that i have applied for passport , during passport online payment two times payment has been deduct but payment details showing failure. as per online help guideline i wait for 24 hour for payment refund in my accout but no refund comes , this was happen for two times & at third trial it gets Payment O.k. but earlier two times payment not re-funded till date MY ARN is 160013365618. i have called (079-26309103) passport regional office also , i have called online passport help 18002581800 but they are making me round-round.

Now at last i have a hope for you. Lets have a help sir. I am an ordinary simple tax-payer common Man.
