Bhopal PSK Appointment not accept because I am from. Other states

Dear sir
As per announcement and notification of passport authority. We can apply for passport any where in India so I applied passport from Bhopal PSK but at the time of Document verification at PSK Bhopal They did not let in.
They told that I have not take contract if all. Go to hell....
