Paytm Refund not given, trying to pay the electricity bill by the mobile App

I was trying to pay the electricity bill by the mobile App. Paytm. But the order was failed. Before that they had successfully withdraw the amount from my bank account but after failing the order they havent refunded the money back to my paytm wallet. I am requesting you to give a complaint charge against the company and please convey them to refund my money.
