Online product not received as per order and company do delay as per his terms why ?

i have purchase 01-09-2018 2nos nutriglow 21 pcs facial kit on home shop18 online & payment 1998/-RS done by net banking same day.then 06-09-2018 my wife received only 1 nos of products out of 2nos also in 1 products there is 21 pce set i have revised 20 pcs 1 pcS also missing on this products then i have complaint next day and i canceled the my order ( bcoz product quality not good )then they are saying courier person come 2 to 3 working day but still courier person not collect today 11-10-18 again i complain to home shop 18 customer care and i ask why this happened delay from your side and when i can received my payment they are saying when ( home shop 18 office)they are received product and checking the product after that 5 to 6 working day you received money ( my question is why home shop 18 comp do delay from his side why buyer have to face the problem ? they have to take matter priority they have to do planning like fast courier 2nd day they can received the product and same day home shop 18 company have to pay customer amount.
why they are using my money for 15 day for not even my mistakes.
Please help me.
