“On time or Free” misleading advertising

Zomato has an “on time or free” option where it charges customers a 10 rupee fee and says if the food isn’t delivered within the set time, it’s free. I ordered a meal 450& meal got late, but the coupon is 200 rupees only. I asked them but the food is for 450, what about the remaining 250. They said it’s only 200 voucher even if I order 1000 rs meal. This is misleading advertising
