Online Payment Fraud, booked tickets for Rs.1868 from Cinepolis website using a credit card

I booked tickets for Rs.1868 from Cinepolis website using a credit card.
Payment got deducted but no booking was made neither any message communication was done.
They even do not have any customer care support. Money has not being refunded after more than 3 weeks.
