Asked me to return product for exchange and never sent the product

I ordered a belt from the Instagram account designerluxxe for 2000 rs . He sent me the product but was not same as what he had shown me in the photo and video. I asked him to exchange the product . I paid for the courier and returned it to him .. for a month he kept saying it will be delivered today / Tom etc .. and now suddenly he has blocked me .. I need my refund
