Complaint about Aircel Mobile internet services Charged for pocket internet only this month

I have been charged for pocket internet this month Invoice No.344843516. My customer relationship no. is 1-17167992227

Just for your information:
1. Previous bills are not charged for this service.
2. Mobile internet services are disconnected here in Srinagar for the past few months.
3. Why would i apply for this service if its not available here.
4. Today i did chat with customer support they rudely disconnected my chat, they say i have to pay this

This is not a huge amount but why would i pay for this.
