VAS charged without consent reliance mobile numbers

Sir am using reliance mobile numbers that is 9023383584 and 9041866414. Balance deducted rs 15 on each number without my knowledge and this happens usually. I complained about it earlier also. I called cce but its vain they told amount once charged won't reverse. It's simply cheating and fraud every time
