ASKING REFUND MONEY FOR POOR SERVICE AND WHICH I PAID EXTRA

HI,
I got Tikona connection in July 2019.I paid 2600Rs.I had credit of 195Rs.Their CSR person did mistake in writing my address.As per law I request to change my address they charged me 250Rs for shifting.I have office at same place more than 1 n half years.In this confusing I paid that money extra.So Now I have credit of 400RS which I am asking for refund but they not giving my money back.
I AM NOT ASKING ANY WAIVER from them I am asking my MONEY & discontinuation of my service.
I felt so many days mental stress because of it,It also effect my Business as well.I took some losses because of sudden interruption in TIKONA's internet service.
Please help. I want compensation (refund my money) and hefty fine on TIKONA. I am confident that there are many customers like me who r suffer because of tikona's crap service.
PLEASE HELP TO GET MY MONEY BACK.
