Complaint against Gizmo Insurance company is not ready to bare the damaged part cost of my mobile

I purchased Samsung S7 Edge on June 3 2016 along with Gizmo insurance.
In the month of August accidentally the screen got broken and I claimed with the insurance company. Insurance company is approved the claim amount.
When I approached service center I got the reply saying that the part (LCD) is not available. Either I have to wait for that part or I can claim for remaining amount. That means if I purchase my phone for 58000, Samsung will deduct 14000 and pay the remaining 44000.
Samsung is ready to pay the remaining amount. But the damaged amount should be reimbursed by Insurance company.
But Insurance company is saying they can pay the amount only when the repair is completed and they get the repair invoice from service center.
If the repair does not happen, then I have to loose my insurance amount and damaged piece amount as per insurance company.
