More charges and stopping other hawkers to deliver new paper to me

I'm a regular user of Dainik Bhaskar newspaper for over 15 years. My current newspaper hawker (Hemant of Khangarot News paper agency) always demands more money than the monthly consumption. He always says a fix amount of Rs.140/- is charged by the company (Dainik Bhaskar). But how is this possible, I had already counted the days of newspaper consumption and the days of every single month. He always charge Rs.140/- for 30 days months and 31 days months both. Today I confronted him for this cheating then he said, if you do not pay this amount then you will not get paper. I tried to ask some other hawker then he refuses saying Me Hemant has instructed us not to deliver new papee to us. I believe I will get a proper solution for this.
