Complaint against hawker for demanding more money than consumption

I'm a regular user of Dainik Bhaskar newspaper for over 25 years. Many hawkers has been changed till the date but the current newspaper hawker (Mr.Jaiswal) always demands more money than the monthly consumption. He always says a fix amount of Rs.140/- is charged by the company (Dainik Bhaskar). But how is this possible, I had already counted the days of newspaper consumption and the days of every single month. He always charge Rs.140/- for 30 days months and 31 days months both. Today I confronted him for this cheating then he tried to harass us. I believe I will get a proper solution for this.
