Paisa jada liye delivery man please carry the bill at the time of cylinder delivery.

No. of times I inform that to delivery man please carry the bill at the time of cylinder delivery.
But no result. last time I collected the bill in Office after receiving the cylinder. Here, bill amt. RS. 644.50 cash memo No. 3000089401 dated 08.07.15 delivery man said your bill amount is RS. 692 I pay the said amount against this bill. When I inform to Office they said delivery charges you should paid extra. He showing a chart here delivery charge RS.25.
Why delivery man demand the extra amount? If the delivery charge extra why not include with bill.
Please resolve the issue this is not 1st time no. Of time we pay such type of amount
