Shop4deel Cheatted me by sending a Travel bag instead of a mobile phone i booked

Shop4deel cheated me by assuring a Samsung Mobile worth 15K.
After I paid 10K as a deal value(through PayUMoney), they send me a Tour Package coupon instead. Upon my call, they said it is what i booked with.

This is a open cheating.I need my hard- earned money back .

Please help.
