Denying for giving bill

The shopkeeper is always denying for giving pakka bill. He is giving different excuses like computer is not working, I am not able to operate computer, I have no time to give bill in such heavy customer traffic, etc. Upon my presentation with strong word on 18/12/2020, He gave me kachcha bill with stamp of his shop name. The GST no. of the shop keeper id 24AFCPT7844N1ZT.
