Not providing arrear of rural allowance for the period I worked

I Dr Ajay kumar worked as assistant professor in the deptt of physiology from 10/6/2011 to 28/11/2015 at Maharaja agrasen medical college Agroha hissar haryana and now i shifted to NSCB Medical college jabalpur.
as i came to know that haryana govt annownces rural allowances to thedoctors working in Agroha and should be given/implemented from 1/9/2015 to 29/2/2016. So as i was there during the month of september to novmber i am entitled for 2 months and 28 days arrear of rural allowances but after several attempt sent my application for the arrear of rural allowance, the director of MAMC Agroha not providing me the allowance for the period i have worked there. He simply denied and said only present faculty is entitled for the arrear. So please help me in getting my arrear as i already worked for that period for whoch the govt issued the allowances, also i thought that director wants to put money in his own pocket
