Not providing the new connection even after lapses of one month

I have applied for new vidhyut connection but even after lapses of one month , demand letter for the same was not generated even after visiting office two or three times.
Yesterday also we have visited for the issue to electric office , Savina , udaipur but concerned clerk intimate that observation have been put up by competent authority that noc of private planner is required for the same।
I have already submitted all the required documents which was issued to me like sell ageement , mutation , construction permission which was issued to me by government officials of IAS CADRE।
So how planner of the site( private individuals) Can issue NOC for providing me new connection।( Is private planner individual get the priority on government officials of IAS CADRE)
the obseeavtion which was put up totally baseless and null and void . And indicate that that someone authority is involved in corruption for not issue the new connection without money
