Difficult hours of electricity in foggy days, Rurki Heera Village, Morinda, Punjab

With die respect to the department and its employees i want to file complaint for electricity hours distributed in area of chamkaur sahib and near by village such as Rurki heera.
Since there has been high level of fog in winter time now a days , there should be some change needs to made in time adjustment.
Write now the electricity time distribution time is from 9pm to 8 am in morning and the whole time is foggy and we are unable to see and work in fields. Hence becomes diffucult for the farmers to work and take care of water supply.
Kindly requesting the department to change the hours of operation in Lutheri electricity board near chamkur sahib
