Complaints to the SDO New Meter running fast, living at M-12/24 DLF City II, Gurgaon since 1991

I am a retired person 79 yrs old. I have been living at M-12/24 DLF City II, Gurgaon since 1991 and have been experiencing my Electricity bill rising steadily over the years. Six months ago my meter was damaged in a local fire and had to be replaced. Since then my bill which averaged Rs 14,000 to 16,000 suddenly jumped to Rs 40,000 plus. Complaints to the SDO at sector 31 has made no difference.
I am still being clobbered with massive bills of over Rs 40,000 though my consumption has remained static over the years.
I sincerely request the Jago Grahak Jago consumer redressal Dept to investigate this gross anomaly and restore my consumption bill to the previous reasonable figure.
